Why does Level 25 change between runs?
Level 25 does not lock every standard puzzle to a specific module. Instead it defines one Medium slot and two Hard slots. The game fills those slots when the run is created, so another Level 25 run can give you a different combination.
Alarm and Slider are shown separately because they are CHAOS modules, not random standard puzzles.
